PREFACE

 

The United Nations sponsored Johannesburg South Africa 2002 Summit's Preparatory Round Table Panel for Central and South Asia held in Krygyzstan, July 30-August 1, 2001 correctly has identified sustainable economic development and security as inalienable human rights against poverty and prevention of criminality and terrorism as participant or victim.

These inalienable human rights of sustainable economic development and security comprised the societal epitaph of the peoples of the classical "chalice" civilizations of antiquity using renowned social scientist, macrohistorian, attorney and activist Riane Eisler's terminology [The Chalice and the Blade, 1988] devoid of Chronic Poverty and its symptoms of terrorism and criminailty; e.g. the "chalice" cultures
of the Anu Peoples of Ancient Egypt/Kemit, the Essene Hebrews of Ancient Israel, the Inca People of Ancient Peru and the modern Hunza People of Hunza Province, Pakistan.

 


Above is the headline Indianapolis IN. Star Newspaper article covering the United Nations "Millennium 2000 Summit" 3,000 page "Investing in Development" Report issued January 17, 2005 very appropriately on the Reverend Martin Luther King Birthday National Holiday in America.

Note that the article's title uses the word "scores" __ multiples of 12 __ when the Report is dealing with actually reducing the abject poverty of 500,000,000 human beings around the world by the year 2015 living on $1 (USD) or less a day.

Note that the article fails to fully quantify the world's Chronic Poverty problem by telling its readers that 45% of the earth's 6.3 billion people __ 2.8 billion people ___ live in the "real terror of abject poverty" surviving on $2 (USD) or less a day.

The grassroots Blacqendian Royal Coop Association (BRCA)/Hope LA-USA Project, Inc. formally unveiled its Hope of Annu Sustainable Agro-Forestry Poverty Abatement and Terrorism Prevention Partnership and Demonstration (HASAFPATPPD) in December 2004 in response to the United Nations "Johannesburg South Africa Sustainable Economic Development 2002 Summit (JSED 2002 Summit)" call for community collaboratives to conduct "measurable and duplicatable" Poverty Reduction demonstrations.

Because of simultaneous socio-political economic, religious persecution and racist reasons carried out under the cloak of "Drug War" legitimacy fully explained on http://hopelausa.org/Page22.html#anchor147825and http://hopelausa.org/Page24.html#anchor578448 BRCA, Inc. has been blocked from receiving USA government or
private foundation funding for its chronic poverty abatement work since 1997.

On March 14, 2007 the 27 nations of the European Union/Special Programmes Body (EU/SPB) funded
the BRCA, Inc. $3,000,000 to implement its state of the art BRCA//"Operation Blackberry Patch ("OBP" International Sustainable Economic Development Demonstration (ISEDD) based on the General Systems Theory generated sustainable economic development system design of the HASAFPATPPD.

The goal of BRCA//"OBP" International Sustainable Economic Development Demonstration (ISEDD) is to contribute to the necessary "sustainable economic development" process within the United Nations' Millennium Project that over a 25 year period will significantly reduce the Chronic Poverty of 45% of earth's people, i.e. the 2,800,000,000 people living on $2 (USD) or less per day by reintroducing the natural poverty reduction power of Sustainable Agro-Foresty (SAF).

I. INTRODUCTION

Ever since BRCA began its 30 years of Research, Development and Demonstrations (RD & D) in
chronic poverty reduction we have strived to achieve a "naturally duplicatable, biologically
synergistic, human ontologically designed construct"
that could significantly contribute to the
elimination of chronic poverty in America and around the world.

Thus it was with great honor and humility that we announced that as of November, 2004 BRCA, Inc.
had assembled and initiated 5 interrelated HASAFPATPPD Projects in the four states of Arizona, California, Indiana and New Mexico. as part of its . The ultimate objective of the "Hope of Annu
Sustainable Agro-Forestry Poverty Abatement and Terrorism Prevention Partnership and
Demonstration (HASAFPATPPD)"
collaboration was to self-fund, install, operate and document a
1 acre Pinion Pine Nut Tree Sustainable Agro-Forest (SAF) Garden in the Fort Defiance, AZ. portion
of the Navajo/Dine' Indian Nation as BRCA, Inc.'s official entry to the United Nations "Johannesburg South Africa Sustainable Economic Development 2002 Summit (JSED 2002 Summit)" call for "measurable and replicatable" Poverty Reduction Demonstrations.

II. THE PROBLEM

As the world's military and economic super power America's domestic crime and minority chronic poverty problems are embarrassing. In America 50% of the black American males fail to graduate
from high school; 50% are jobless; 65% are in prison, on parole or have prison records and have a
life expectancy 5 years less than their white male counterparts at 69 years of age. The plight of Native Americans on the DOI/Bureau of Indian Affairs (BIA) administered Reservations reflects internal
colony socio-political economics and Third World development problems.

Internationally America faces immense Iraqi War, terrorism and organized crime drug trafficking problems. Yet internationally according to the 3,000 Page United Nations Millennium Summit 2000 "Investing in Development" Report issued 1/17/2005 on Reverend Martin Luther King's National Holiday described in the Associated Press Article by Edith Lederer; of the 6.3 billion people living on earth 45% live in extreme chronic poverty with 1 billion (16%) living on $1.00 (USD) or less a day and another 1,8 billion (29%) living on $2.00 (USD) a day.

      America with a 50% life time cancer rate with 14 of the 15 leading causes of death being Nutritionally       Related Diseases and Syndromes, explores Mars with robots while planning for a pointless manned
      Martian landing since it gathered nothing of cost effective earth problem solving real value from the
      moon landings.

      Instead America seems oblivious to the obvious opportunities to prevent domestic and international       terrorism and crime through sustainable economic development targeting the reduction of chronic
      poverty
amongst 45% of earth's human inhabitants living in extreme chronic poverty. Please refer to
      the detailed General Human Systems Theory (GHST) based Chronic Poverty Systems Analysis.

      Yet the United Nations "Johannesburg Sustainable Economic Development 2002 Summit" Central
      and South Asia Regional Roundtable Policy Statement #15 states:

        "Peace and security are fundamental for achieving the objectives of sustainable (economic)
          development so that people can live under conditions where their personal safety is not
          compromised and the natural resource base and infrastructure can provide for sustainable
          livelihoods. The complex relationships between political conflicts and unrest and sustainable
          (economic) development are often underestimated and are not properly addressed, both at
          the local, as well as the regional and international levels."

        "Not only are economic development, social progress and protection of environment
          impossible during times of conflict, but a lack of natural resources, such as land or water,
          along with poverty and social marginalization often represent the true underlying causes of
          conflicts. At the same time poverty and social hardships could lead to involvement of some
          local people in terrorist activities, organized crime and drug trafficking.…………….
          Addressing the underlying economic, social and environmental causes of conflicts is the best
          possible way of preventing them. Thus, (sustainable economic) development and security are
          inalienable (human rights) concepts."

The 1998 Nobel Prize for Economics was awarded to Asian Indian Professor Amartya Sen, PhD Trinity College in Great Britain and Harvard University in America; whose "welfare economics" research identifies chronic poverty as an unnatural, artificial political economic construct of society. Finally, the 150 year old dogma that chronic poverty is natural and thus intractable has been exposed scientifically and promulgated by his Nobel Prize.

This false rationale that chronic poverty is natural and thus intractable is based on 19 th century Great Britain scientists; i.e. economist Thomas Malthus' "earth over-population" and "earth scarcity mentality" theories, and Naturalist Charles Darwin's "natural selection" and "survival of the fittest" axioms. We all are taught this false chronic poverty rationale throughout formal education but few of us really ever fully question it.

Thus said it is ironic justice that the outstanding Great Britain Naturalist Charles Darwin's last and most commercially successful literary work The Formation of Vegetable Mould published in 1881 documents for the first time in the modern era the pivotal role of the lowly earthworm in making the earth's humus top soil and thus the foundation of any long lasting chronic poverty free civilization.

III. THE SOLUTION

PEOPLES REPUBLIC OF CHINA DEPARTMENT OF FORESTRY PROTOTYPE SUSTAINABLE AGRO-FOREST, SHOWING INTEGRATED SUB-FIELDS OF PAULOWNIA "SUPER-TREES", CORN AND LEGUMES CREATING A "BIOLOGICAL HORTICULTIURAL" MACRO-CLIMATIZED GROWING SYSTEM

In 1974 BRCA Inc.'s precursor Synergistic Research and Development, Inc. began to explore the history of and ancient solutions to chronic poverty on earth. It was discovered using comparative history and "experimental anthropology" applied to historical horticultural relics of ancient civilizations and their modern successors that the following classic societies at their height experienced no chronic poverty because they all used Sustainable Agro-Forestry (SAF):

      a.) ANCIENT EGYPT/KEMIT __ originating amongst the mysterious aboriginal pre-Dynastic Nile
           River Valley black African Anu people composed of the aNubia, Kush, Meroe and Khent Hunnefer
           Tribes; who lived in the Biblically described "Garden of Eden" and practiced amongst the later

      f.) ANCIENT HUNZA OF THE INDIA-PAKISTANI HIMALAYAN MOUNTAINS __ originating
           amongst the mysterious Hunzakut immigrants from the ancient Ptolemy Egypt and Persian
           Empire of Alexander the Great and the successors of Hunza Province, Pakistan explaining their
           Amenses women see ILLUSTRATION 11, ILLUSTRATION 12 & ILLUSTRATION 13; and

           g.) ANCIENT "FOUR (4) CORNERS " OF NORTH AMERICA __ originating amongst the
                 mysterious ANATAZI and their successor peoples of the PUEBLOS and NAVAJO/DINE'
                 INDIAN NATION of the now American states of ARIZONA, COLORADO, NEW MEXICO
                 AND UTAH ___ the so-called Spanish word "Navajo" is not a Spanish word, does not mean
                 "raider" as commonly taught but is a Tewa Pueblo word for their neighbors the "people of
                 the great planted gardens" who call themselves the Dine'.

Consequently, over the last 30 years BRCA, Inc. has researched and developed an awesome chronic poverty reduction technology now ready for demonstration appropriately on the Navajo/Dine' Indian Nation. Called the "12 element Sustainable Agro-Forestry (SAF) Model" it was developed using private and government funds including the $248,000 USDA/Forest Service Grant # 92-LA-5 from 1993 to 1995
in South Central-Watts, Los Angeles, CA. In 1997 it was presented to the State of the World Forum/Sustainable Agricultural Roundtable.

BRCA, Inc.'s 12 element SAF Model was certified eligible for USDOL Welfare to Work (WtW) Competitive Grant Funding in 1999 in Arizona, California, New York, Tennessee and the Navajo/Dine' Indian Nation.

This 12 element SAF Model is capable annually of producing on 1 acre of suitable land with an "on demand water irrigation system" 150,000 pounds of "certified organic" food, herb, fiber and forest products generating 4 full time jobs at twice the average minimal wage of a given locale using but ½ the water of conventional agriculture.

In responding to the call by the United Nations "Johannesburg Sustainable Economic Development 2002 Summit (JSED 2002 Summit)" for "measurable and replicatable" Poverty Reduction demonstrations BRCA, Inc. is assembling an American based holistic community collaborative to demonstrate the 12 element SAF Model first in America on the impoverished Navajo/Dine' Indian Nation. BRCA, Inc. has worked with the aboriginal Mexican (pre-Mexican-American War) Native American people we call the "Navajo" and they call themselves the Dine' of northern New Mexico, Arizona and Utah since 1979 on a public and private basis.

Under the invitation and hosting of the Navajo/Dine' social activist, master rug weaver, jewelry artisan and BRCA/Hope Navajo/Dine' Nation Project, Inc. Project Director Julie Gorman Begaye (505-863-6636) we plan on Friday, June 1, 2007 to begin the year long installation of a 1 acre Pinon Pine Nut Tree SAF Garden on her Trust Land in the Fort Defiance, AZ. area of the Navajo Indian Reservation. It will be capable of generating an incredible $134,000/year in gross revenue and providing 4 full time jobs at $10/hour within 4 years of its installation; and in 8 years capable of generating an awesome $240,000/year in gross revenue and providing 8 full time jobs at $10/hour. Julie Gorman Begaye has been a BRCA member and financial contributor since 1983. This financial contribution was begun by her now deceased husband and noted artist Alvin E. Begaye who dedicated 3 limited edition water color lithographs to BRCA which have been a continual and significant fundraiser for BRCA, Inc. over the last 20 years.

It is projected that within the next 5 years no later than 2010 the BRCA, Inc. official entrant response to the United Nation Johannesburg Sustainable Economic Development 2002 Summit call for "measurable and replicatable" Poverty Reduction demonstrations ___ the specially designed 1 acre Pinon Tree Sustainable Agro-Forest (SAF) Garden on the Navajo/Dine' Indian Reservation ___ will be documented and certification validated as such.

Then from the notoriety and proper promotion generated grants and contractual funds it is projected BRCA, Inc. and its sister organization the $6 million grant funded NGO Youth Opportunities Unlimited, (YOU), Inc. of South Central-Watts, LA, CA., Leon Watson, Director (323-789-4977) could minimally install 8 to 10 ten acre SAF's a month for the next 10 years for a total of $1,000,000,000 in sustainable economic development assets and annual production of "certified organic" food, fiber and forest
products by 2020.

The "OBP" ISEDD will target chronic poverty participants who over a 2 year period will be
instructed on the various aspects of our proprietary 12 element Sustainable Agro-Forestry (SAF) Model that when properly installed and operated will be guaranteed to minimally generate on 1 acre of land annually 150,000 pounds of "certified organic" food and provide 4 full time jobs at twice the minimum annual agricultural workers wage in a specific location.

It is envisioned that an eventual initial establishment of Sustainable Agro-Forests (SAF) worldwide covering just 1,600 square miles or 4 times the size of Marion County, IN. would self-fund their own expansion replications and over 25 years virtually eliminate world chronic poverty during our lifetimes.

 

IV. ADMINISTRATIVE PLAN

A. First Phase Objectives by 2013

The " Operation Blackberry Patch (OBP)" Sustainable Economic Development Demonstration (ISEDD) collaboration has the following First Phase planned objectives over the next 5 years from 2008 through 2013:

      1.) First Phase establishment in America of a 1 acre Pinon Pine Nut Tree Sustainable Agro-Forest
            (SAF) Garden managed by BRCA/Hope Navajo/Dine' Indian Nation Project, Inc. Co-Directed by
           Julie Gorman Begaye and Krystal Begaye on Land Trust held land in the Fort Defiance, AZ. area of
           the Navajo/Dine' Indian Reservation;

      2.) First Phase submit no later than by June 2013 a Final Report to the United Nations "JSED 2002
           Summit"
the documented increase in the individual annual income of at least 250% of Julie Gorman                     Begaye and her family directly participating in the operation of the 1 acre Pinon Pine Nut Tree            Sustainable Agro-Forest (SAF) Garden;

      3.) First Phase establish in America a Coalition Network of Poverty Abatement Organizations, Retail
           Food Cooperatives and Buying Clubs to acquire and distribute via the Internet "certified organic
           foods" from California, Mexico, Canada, West Indies and other parts of the Americas;

      4.) First Phase reestablish in America via intensive renovation and security system installation the 2
           acre John Hope Continuation High School-Van Meter Community Garden in South Central-Watts,|
           Los Angeles, CA. operated as a teaching garden by our sister organization the $6 million grant
           funded NGO Youth Opportunities Unlimited (YOU), Inc., Leon Watson, Director (323-789-4977);

     5.) First Phase replace in America the 6135 Riverview Drive, Indianapolis, IN. BRCA, Inc.
           
headquarters facility with headquarters building, build an attached solar greenhouse and
           complete the Sustainable Agro-Forest (SAF);

     6.) First Phase establish in America in the Indianapolis, Marion County, IN. area beginning September,
          2009 a 10 acre Sustainable Agro-Forest (SAF) Training Center teaching the Sustainable Life Science                 Curriculum (SLSC), the Certified SAF Operator's Training and proper Applied Nutrition including           establishing a Cooperative Food Store, Vegan/Vegetarian Restaurant and Cultural Center; and

     7.) First Phase establish in America in other BRCA, Inc. existing and proposed targeted SAF Sites
          including Los Angeles, CA. area; Cincinnati, OH.; Tucson, AZ.; Bridgeport, CT. and the Navajo/
          Dine' Indian Nation 10 acre Sustainable Agro-Forestry (SAF) sites from "Project Income" including
          that generated from the American distribution of wholesale purchased "certified organic" produce
          on Coalition Network member controlled lands which will grow locally distributed "certified
         organic" domestic crops in addition to "certified organic" cash crops for distribution all across
         America.

 

B. Second Phase Objectives from 2013 to 2023

The " Operation Blackberry Patch (OBP)" Sustainable Economic Development Demonstration
(ISEDD)
collaboration has the following Second Phase projected objectives over the next 10 years
from 2013 through 2023:

1.) Second Phase continue to establish in America from "Project Income" including that generated

collaboration has the following Third Phase projected objectives over the next 10 years from 2020 through 2030:

Third Phase establish "Sustainable Economic Development" Villages incorporating modern sustainable technologies including Sustainable Agro-Forestry sites featuring Paulownia super trees and Pi-Water production; "Nutritional Herbology"; Earth Homes integrated with Geodesic Dome Solar Greenhouses; passive and active Wind and Solar Energy; Hydrogen Fuel Cell home and Cottage Industry electric generators inhabited by people of all "so-called" races (One Race), creeds and social religions (One God) where the aboriginal light and sound yoga "Science of Spirituality, Inc." as promulgated by Sant Rajinder Singh Ji accessed through http://www.sos.org%20/is exemplified as in Ancient Egypt/Kemit.

 

V. FINANCIAL PLAN

Above is FIGURE 2 the National Financial Plan Flow Chart detailing the financial relationships of the 5 interrelated Projects in the four states of Arizona, California, Indiana and New Mexico in order to self-fund, install, operate and document a 1 acre Pinon Pine Nut Tree Sustainable Agro-Forest (SAF) Garden in the Fort Defiance, AZ. portion of the Navajo/Dine' Indian Nation as BRCA, Inc.'s entry to the UN "JSED 2002 Summit" call for "measurable and replicatable" Poverty Reduction Demonstrations.

The Financial Plan will be based on the following 7 self funding and complementary asset producing activities:

      A.) The continual collection and processing of deciduous leaves into leaf mold soil amendment and
             humus topsoil
via the Hope Indiana Project, Inc. and its transport and use on Project controlled
             lands in Arizona and New Mexico via the Hope Navajo/Dine' Project and beginning in 2006 via
             the Hope California Project in various network controlled land in California;

B.) On the return trip from the delivery of leaf mold soil amendment and humus topsoil to Project       controlled lands in Arizona, New Mexico and California "backload" transport "certified organic"       produce purchased in those states especially from California for distribution through a Coalition       Network of Poverty Abatement Organizations, Retail Food Cooperatives and Buying Clubs;

C.) Net Project Income from a "building and landscape architectural apprenticeship training program"       coordinated by the BRCA, Inc. legal collaborative the "OPERATION BLACKBERRY PATCH"       comprising 2 of the 5 interrelated Projects modeled after the 2004 short lived and sabataged Dream       Decks and Construction_Indiana Subsidiary and untried Dream Decks and Construction_California       Subsidiary;

      NOTE: Dream Decks and Construction_ Indiana Subsidiary was sabotaged by the BRCA, Inc.
                    rogue ex-Treasurer and past financial backer of Edward Rogell of Santa Maria, CA. which
                    is still under litigation in the federal courts. See pages 1 - 6 of the Iona Springs SAF Garden                     Enterprise Development Proposal for details of this sabotage.

D.) the issuance of 30 BRCA, INC. VENTURE CAPITAL INVESTMENT (VCI), PHASE # 1 ISSUANCE       A BONDS with face value of $1,000 maturing in 5 years at $5,000 Coalition Network of Poverty       Abatement Organizations, Retail Food Cooperatives and Buying Clubsto be serviced from Net
      Project Income from Dream Decks and Construction __ see Bond Sample;

G.) cash fees from trainees and in-kind services from scholarships to interns participating in the BRCA,       Inc. Certified SAF Training Retreats described in ATTACHMENT V that uses the CD-ROM e-Book       The Egyptian Mystery "School of On" as training manual.

In June, 2004 with $25,000 in equity loan funds from its 6135 Riverview Drive, Indianapolis, IN. headquarters property BRCA, Inc. established a model landscape architecture and home building apprenticeship training subsidiary Dream Decks and Construction specially designed:

1.) to generate significant Project Income to supply the additional seed capital needed to      demonstrate the 12 element SAF Garden Model wherever we choose; and

2.) to provide scarce training opportunities and resources targeting especially black and      Hispanic American trainees in the lucrative home building and renovation industry and      in "certified organic agriculture" the fastest growing industrial sector in America and      the world [expanding the past 10 years at a 10% annual rate as compared to a 1%      growth rate for Agriculture in general driven by the connection of the use of      agri-business chemicals with the cancer pandemic].

The OPERATIONAL PLAN and Flyers for the BRCA/Dream Decks and Construction, Inc - Indiana Subsidiary are presented.

Please refer to the $80,000 Sales Income/Month Table of EXHIBIT A-1. Note that this landscape architecture and home building apprenticeship training subsidiary model has the capacity to with $80,000/month in Monthly Sales Income to provide $13,600/month in Gross Project Income (including $6,200 in HDQ Expenses) and $3,500 in Net Project Income (NPI) with 8 Training Teams operational;
i.e. approximately $10,000 Monthly Sales Income per Training Team. We are currently operating 2 Teams at the $20,000/month Sales Income level.

BRCA, Inc. is proposing that from "collective cash reserves" derived from the 7 self funding and complementary activities of the Financial Plan that in collaboration with our South Central-Watts, Los Angeles, CA. sister organization Youth Opportunities Unlimited, (YOU), Inc.; that during the Indiana winter and early spring from January 15 through April 15, 2006 that we initiate take a landscape architecture and home improvement apprenticeship training in Southern California ___ the Dream Decks and Construction_California Subsidiary.

It is believed the tremendous Southern California market for landscape architecture construction projects would naturally furnish the Dream Decks and Construction_California Subsidiary's required capitalization and generate tremendous Project Income that could be partly used to further fund the 1 acre Pine Tree Nut Sustainable Agro-Forest on the Navajo/Dine' Indian Nation described in EXHIBIT B-3 to be entered in the United Nations JSED 2002 Summit call for measurable and replicatable
poverty reduction demonstrations.

BRCA, Inc. issued on November 15, 2004 thirty (30) BRCA, INC. VENTURE CAPITAL INVESTMENT (VCI), PHASE # 1 ISSUANCE A BONDS primarily secured with the $330,000 in assets of the 1/8 acre Sustainable Agro-Forest located at the BRCA, Inc. headquarters at 6135 Riverview Drive, Indianapolis, IN. and secondarily secured with the $135,000 in available real estate equity of the 6135 Riverview Drive property cited held in Land Trust currently appraised at $195,000.

A. BOND FEATURES

The BRCA, Inc. is a federally and states of California and Indiana recognized IRS 501 c) 3 religious, charity, scientific, educational and literary non-profit organization.

Thus in summary the BRCA, Inc. VCI Phase I Issuance A Bond's have the following unique features:

1.) the BRCA, Inc. VCI Phase I Issuance A Bond's "Donation Face Value" of $1,000 is federal and state      tax deductible if held to Maturity as a "bond donation."

2.) with a "Face Value" of $1,000 it will at its 5 year Maturity date return $5,000 or a 400%      ($4,000/$1,000) appreciation to the Bond Holder(s) which is federal and state tax exempt just like a      Municipal Bond.

3.) the BRCA, Inc. Phase I VCI Issuance A Bond is secured by the following BRCA, Inc. assets of a.) 1/8      acre SAF improved property (presently appraised at $235,000) and/or b.) soil amendment inventory      collateral (25,000 pounds @ $4/# or $100,000) and/or c.) the headquarters building equity (appraised      in 2004 at $195,000 with presently $135,000 available equity) located at the 6135 Riverview Drive      Indianapolis, IN. headquarters facility (Lot #23 Warfleigh Addition).

     Note: A $20,000,000 civil suit in the US Federal Court of Claims over the illegal confiscation of the                 6135 Riverview Drive property allowed by the Indiana Superior, Appeal and Supreme Courts                 which denied any appeal is in progress against the rogue ex-Treasurer and financial backer                 Edward Rogell.  Based on irrefutable documentation presented for your inspection the
                APB Mortgage Banker Interogatory Affidavit, Mr. Rogell's legal and financial resources can                 not overcome the fact that he as the BRCA, Inc. 2.) the $2,500 fee for the 15 day SAF Certified Training Retreat is waived for those interested in      becoming owners and operators of their own Sustainable Agro-Forest (SAF) Gardens. Please refer to      the SAF Certified Training Retreat Press Release.

3.) Bond Holders who complete the 15 day SAF Certified Training Retreat can gain access to Project      Income to help purchase land and install their own SAF Gardens; and

4.) it is anticipated that with a successful 1 Acre Pinion Pine Nut Tree SAF on the Navajo/Dine' Indian      Nation resulting in a Final Report in 2010 to be submitted to the United Nations JSED 2002 Summit      Staff for verification and certification, that PHASE # 1 VCI Bond Holders can option to have their      Phase #1 Bonds that have Matured at $5,000 transformed into a PHASE # 2 Bond with a $10,000 Face      Value that is projected will Mature in 10 years at $100,000 in 2020.

C. BOND SERVICE

The FIGURE 2 National Financial Plan above summarizes the Bond Service. Accountability to Bond Holders will be maintained through Monthly "United Nations JSED 2002 Summit Demonstration Progress Reports" which will cover the status of each of the 5 Projects of the FIGURE 1 National Administrative Plan presented in , and the deposits, withdrawals and balance of the BRCA, Inc. VCI Phase I Issuance A Bond Escrow Account.

Please note that in order for the 30 BRCA, Inc. VCI Phase I Issuance A Bonds to be properly serviced
the initiated "Operation Blackberry Patch_ Indiana Collaborative" and the unstarted "Operation Blackberry Patch _California Subsidiary" must together provide monthly $84/bond in Net Project Income or $2,520/month ($84 x 30 Bonds) by at least November 15, 2005. This objective will be the
direct responsibility of the BRCA, Inc. Executive Director and the BRCA, Inc.'s Land Trust Board of Directors.

This objective is a very conservative and reasonable one based upon the experience with the Dream
Decks and Construction_ Indiana Subsidiary
and the Dream Decks and Construction_ California Subsidiary operating at 75% of capacity at $60,000 Sales Income and $75,000 Sales Income a month respectively.

The BRCA, Inc. Master Proposal National Administrative and Financial Plans summarized are
founded upon the Dream Decks and Construction projected Project Income. The following are the Project Income projection goals that will both fund the BRCA, Inc. SAF Garden Sites in Indiana, California and the Navajo/Dine' Indian Nation in Arizona and New Mexico and also service the
$1,000 BRCA, Inc. VCI Bonds to Maturity at $5,000 in 2010:

o "Operation Blackberry Patch _ Indiana Collaborative" generating beginning with sales at $60,000 a month Net Project Income (NPI) to fund the Hope Indiana Project (10% of NPI) and
to partly service the VCI Bond Escrow Account (75% of NPI); and

o "Operation Blackberry Patch _ California Collaborative" generating beginning with sales at $75,000 a month Net Project Income (NPI) to fund the Hope California Project (30% of NPI), to fund the Hope Navajo/Dine' Indian Nation Project (30% of NPI) and to partly service the VCI Bond Escrow Account (25% of NPI).
