I. ORIGIN OF THE "OBP" INTERNATIONAL SUSTAINABLE     ECONOMIC DEVELOPMENT DEMONSTRATION (ISEDD)

 

In November, 2004 Blacqendian Royal Coop Association (BRCA)/Hope LA-USA Project, Inc. the grassroots non-profit organization specializing in chronic poverty abatement RD & D formally unveiled its Hope of Annu Sustainable Agro-Forestry Poverty Abatement and Terrorism Prevention Partnership and Demonstration (HASAFPATPPD) in response to the United Nations Johannesburg South Africa Sustainable Economic Development 2002 Summit (JSED 2002 Summit) call for community
collaboratives to conduct "measurable and duplicatable" Poverty Reduction demonstrations.

Because of simultaneous socio-political economic, religious persecution and racist reasons carried out under the cloak of America's "Drug War" legitimacy fully explained on http://hopelausa.org/Page22.html and http://hopelausa.org/Page24.html; BRCA, Inc. has been blocked from receiving USA government or American private foundation funding for its chronic poverty abatement work since 1997.

this funding blockage when its EU/Special Programmes Body (EU/SPB) selected George W. Singleton and his BRCA, Inc. to receive a 2007 EuropeanUnion Humanitarian Grant for over $3,200,000 to implement its state of the art BRCA//"Operation Blackberry Patch ("OBP" International Sustainable Economic Development Demonstration (ISEDD) based on the General Systems Theory 2002 generated sustainable economic development system design of the HASAFPATPPD.

of the BRCA//"OBP" International Sustainable Economic Development Demonstration (ISEDD) to
contribute to the necessary "sustainable economic development" paradigm within the United Nations' Millennium Project that targets over a 25 year period significantly reducing the Chronic Poverty of
45% of earth's people, i.e. the 2,800,000,000 people living on $3 (USD) or less per day by reintroducing the natural and aboriginal chronic poverty reduction power of Sustainable Agro-Foresty (SAF).

Note that the UN Millennium Project article's title uses the word "scores" __ multiples of 12 __ when the Report is dealing with actually reducing the abject poverty of 500,000,000 human beings around the world by the year 2015 living on $1 (USD) or less a day.

Note that the article fails to fully quantify the world's Chronic Poverty problem by telling its readers that 45% of the earth's 6.3 billion people __ 2.8 billion people ___ live in the "real terror of abject poverty" surviving on $3 (USD) or less a day.

EU/SPB and received 1/27/2008. It was delivered interstate by USPS Express Mail Service from
Florida to the Indiana headquarters of BRCA, Inc. This check was part of the 2007 European
Union Humanitarian Grant (EUHG)
gift to pay the fee of $610,000, which when totally paid the
BRCA, Inc. will receive its 2007 EUHG award of over $3,000,000 at the current 8/05/2008 Euro
6+to USD exchange rate and be able to properly financially implement the "OBP" ISEDD.

UNFORTUNATELY, BRCA, Inc. because of simultaneous socio-political economic, religious
persecution and racist reasons
carried out by the USA government on 1/28/2008 under the cloak
of America's "Drug War" national security; has again been blocked from receiving its 2007
EUHG
gift to pay the fee and award of over $3,610,000 from the 27 nations of the European
Union

This will force the continued postponement now for 12 months of the initiation of the BRCA, Inc.
administration chronic poverty abatement demonstration of the "OBP" ISEDD to be funded
by the 2007 EUHG to perhaps September 1, 2008.

II. "OBP" ISEDD SYSTEM DESIGN FLOW CHARTS AND       IMPLEMENTATION PLAN

Please note from the "OBP" ISEDD system design presented below that annually over 100 people
will be selected from the working poor, unemployed, underemployed and the homeless will be
taken out of poverty and kept out the rest of their lives. This annual self-funded expansion of
participants is made possible from the following 5 system design principles:

                                          1.) cooperative organization and holistic community networks;

                                          2.) Sustainable Agro-Forestry (SAF);

                                          3.) other Sustainable Economic Development technologies & techniques;

                                          4.) the General Human Systems Theory (GHST) of Chronic Poverty; and

                                          5.) core staff of "Vow of Poverty" Priests and Priestesses.

In order to help implement the BRCA//"OBP" International Sustainable Economic Development
Demonstration (ISEDD)
summarized on web site page 13 and detailed above; the BRCA, Inc. is
utilizing in 2008-2009 a legal network collaborative the "Operation Blackberry Patch (OBP)."


"OBP"
incorporates a holistic mixture of government, for profit corporations, nonprofit organizations and individual entrepreneur and volunteers.

A. Sustainable Life Science Curriculum (SLSC) uses a life centered learning instructional
    paradigm developed, tried and tested in Los Angeles County including South Central-
     Watts, LA., CA.

B. Deciduous Leaf Recycling and Humus Top Soil Production turns thrown away leaves
     into $1.50/cubic foot leaf mold soil amendment and $3/cubic foot or $80/cubic yard
     humus topsoil products providing tremendous assets, training positions and jobs.

        C. 1. Sustainable Agro-Forestry (SAF) as a primordial sustainable economic development
                 
technology can annually produce a minimal 150,000 pounds per acre of land of 
                 "certified organic" produce and provide 4 job training positions at $10/hour training

                 on web page 11.    

                 NOTE: 1.) A 10 acre SAF Garden Installation Total cost of $5,000,000

                                     2.) A performance standard of 150,000 pounds of "certified
                                          organic" food per acre of SAF Gardens annually within
                                          2 years is in force.

             C. 2. Community Gardens providing complementary to the community and commercially
                      distributed "greens" of the Brassica/Cabbage family and other prevention of cancer and
                      alcohol and drug addiction fresh vegetables and fruit __ currently SAF technology
                      demonstrated gardens are located on vacant lots at 3714 and 3445 North Kenwood Avenue,
                      Indianapolis, IN. 46208.

                NOTE: Incentive for empty lot landlords and landowners is soil conservation federal and
                              state tax deductions for at twice the assessed tax value of suitable empty lots.

     D. Steel Frame Construction Apprenticeship Training Program servicing participating landlords,           landowners and individual homeowners ____ who participate by providing empty lots for           Community Gardens, houses and other buildings in need of restoration or renovation at
          discounted prices ____ at up to 50% savings which will provide additional Project Income.

        E 1. Building Restoration Apprenticeship Training Program targeting upper end buildings servicing                 participating landlords, landowners and individual homeowners ____ who participate by
                providing empty lots for Community Gardens, houses and other buildings in need of restoration

Thomas C. Graham (1973 to
   2006) who in just 90 days as the Vice President, of BRCA, Inc. in the name and way directed
   by Jesus Christ sacrificed and catapulted the BRCA, Inc. and its legal collaborative the    "Operation Backberry Patch (OBP)" the final "9 yards" necessary to "bust a move" every    spring with the "OGOPMAC Festival" which he helped develop.

   Proceeds from the "One God:: One People Music, Arts and Crafts (OGOPMAC) Festival"
  
will make it possible to provide a $1,000 BRCA, Inc. Bond to each of Thomas C. Graham's
   3 surviving daughters and their 2 mothers which will in 2011 mature at $5,000 each for a
   total $25,000.

   As you will see below
Thomas Graham shared the vision of taking the long observed    "horticultural therapy" benefits of gardening into the Marion County IN. Youth Detention    Center.

V. THE MARION COUNTY, IN. YOUTH DETENTION CENTER        
       SAF GARDEN PROJECT PROPOSAL  

 

At an August 4, 2005 West side Indianapolis, IN. community forum on Afro-American (black) youth and young adult gun involved violence her Honor the Marion County, IN. Juvenile
Court Judge Marilyn Moores
expresssed enthusiasm for the concept and proposed the
possible use of the Marion County Youth Detention Center to install a Sustainable Agro-Forestry (SAF) "horticultural therapy" garden.

$182,180 Draft Budget for Installation of the Proposed Marion County, IN. Youth Detention Center SAF Garden

The $182,180 installation budget would be derived from fundraisers supported by area businesses, organizations and individual donors and would be the responsibility of BRCA, Inc. and its legal collaborative "Operation Blackberry Patch (OBP)."

Seventy (70) Deep Planting Beds are proposed to be installed on the 1 acre site on the east side
of the Marion County IN. Youth Detention Center leaving plenty of room for grass pathways
sitting and exercise space.



Estimated Harvest and Water Usage

The annual operational budget estimated at $50,000 would be derived from sales of produce
and donations of cash, materials and volunteer labor and be the responsibility of BRCA, Inc.
and its legal collaborative "Operation Blackberry Patch (OBP)."

The proposed ground breaking is in the Spring, 2009 and completion by the Summer, 2010.

          VI. THE IONA SPRINGS SUSTAINABLE AGRO-FOREST (SAF) GARDEN

                  The BRCA, Inc. legal collaborative the "OPERATION BLACKBERRY PATCH (OBP)" herein
                  proposes to showcase appropriate
"sustainable economic development" energy, housing, water
                  management, food production, cottage industry and agro-forest, water management technologies
                  at the 6030 Iona Road, Indianapolis, IN. 46203 property called the
                 
Iona Springs SAF Garden Enterprise Development Proposal.

                 The "Solution Section C" from this Proposal is presented below:

" C. SOLUTION: PROPOSED 6030 IONA ROAD PROPERTY DESCRIPTION

1.) An appropriate replacement for the BRCA, Inc. loss of its 6135 Riverview Drive property in regards a Monastery HDQ, "poverty reduction" RD & D of leaf mold soil amendment and humus top soil production site, "certified organic" produce project income facility and retirement abode for Louise E. Hall must be made in order for BRCA, Inc. to be able to install SAF Gardens professionally and cost effectively within and outside the state of Indiana.

In particular the prototype 1 acre Pinion Nut Tree SAF Garden as the BRCA, Inc. response to the United Nations "Johannesburg SA Sustainable Economic Development 2002 Summit" call for documented and replicatable "poverty reduction" models can not be accomplished until this is done.

2.) The proposed new BRCA, Inc. headquarters, "poverty reduction" RD & D site and retirement abode for Honorary Board Member Louise E. Hall is located at 6030 Iona Road east off of 2200 South Arlington Avenue between Brookville Road and Southeastern Avenue.
It is a 5 acre zoned residential investment property with the following unique characteristics divided into 2 acre cleared and 3 acre wooded portions held by the Owners in 2 mortgages:

a.) On the 2 acre portion a 3 bedroom, 1 ½ bath
     two story frame house now newly rebuilt from
     the basement up after being fire gutted;

b.) On the 2 acre portion a large barn ideal for a       remodeled workshop, band rehearsal
