A. THE
HUMAN GENERAL SYSTEMS THEORY

How have humans since ANCIENT EGYPT and the other Pre-Colombian
Classic Cultures of the Incas, Toltecs, Mayans, Aztecs and Anasazi
degenerated to allowing the unique to the human species phenomena
of CHRONIC POVERTY ? JOHN
HAMAKER AND DONALD WEAVER IN THE SURVIVAL OF CIVILIZATION
(1982) eloquently expressed the requisite for a HUMAN
GENERAL SYSTEMS THEORY (HGST) able to understand this causative
question and generate and maintain a prosperous and humane social
order. Such a HGST must be based on a MULTI-DISCIPLINARY
APPROACH in order to properly address the ubiquitous societal
"CANCER" OF CHRONIC POVERTY.
COMPARATIVE RELIGION indicates that the Christian
"GOLDEN RULE" PRINCIPLE is found in
all the enlightened religions including Buddhism, Hinduism, Islam,
Hebrew, Zoroastic; for it is an epistemological truth that "EVERYTHING
IS CONNECTED TO EVERYTHING ELSE". Thus the "GOLDEN
RULE" should be the foundation of any HUMAN GENERAL
SYSTEMS THEORY.
Today the "new" technology including computers
and the Internet is founded on GENERAL
SYSTEMS THEORY, including the computer aided and multi-discipline
of "SYSTEMS ANALYSIS AND DESIGN." Here again its epistemological
core is the "GOLDEN RULE" of the universal truth expressed
generally on the street as "EVERYTHING IS EVERYTHING."
It is now time to demonstrate a
"HUMAN GENERAL SYSTEMS THEORY" addressed to the SOCIETAL
"CANCER" OF CHRONIC POVERTY at a time of unprecedented
great prosperity and
high technology in America.
B. CHRONIC
POVERTY SYSTEMS ANALYSIS OUTLINE

6.2 above presents an Outline of a Chronic Poverty Flow
Chart addressing the multi-faceted causes of this
"societal cancer" of CHRONIC POVERTY on the Human Civilization.
It is based on nearly 10 years of Research and Development into
the causes, prevention and curative modalities. Note that 2 of
the 4 causes and 13 of their 15 effects from these causes involve
agriculture and the quantity and quality of food stuffs and related
nutrition.
C. SELFISH
AND EXPLOITATIVE PEOPLE
The present socio-political economic reality in every country
on earth is that 3% of the people control 95% of the means of
production and thus wealth. Very little information on this first
"symptomatic cause" of Chronic Poverty, the
"Selfish and Exploitative People" is discussed because
one's conventional funding sources would suddenly "dry up".
However, since we are "Vow of Poverty" Priests and
Priestesses we can simply put the light of truth on this subject
without fear of reprisal since we have already voluntarily chosen
impoverishment so as to be able to do this "poverty abatement
research and development" work.
Ironically it is possible to simply use already published
information on this subject to bring this normally hidden "symptomatic
cause" into clear focus. The source of this information
is the perennial and "astonishing" epistemological
debate in the so-called leading "developed country"
of the United States of America on whether "foreign aid"
is beneficial, wasteful and even the source of dependency and
deeper impoverishment for recipient so-called "developing
countries."
"Yet there is a serious debate over the value of foreign
aid, symbolized by an odd couple of traveling companions, Treasury
Secretary Paul H. O'Neill and the rock star Bono of U2, who arrived
in sub-Saharan Africa last week on a fact-finding visit to four
nations. Bono is the pied piper, championing aid because he's
convinced it saves lives and raises living standards. Mr. O'Neill
is the skeptic, unpersuaded that aid is effective and concerned
that it creates dependency. In fact, he has accused some international
donors of driving poor countries "into a ditch."
At stake is some $50 billion a year, primarily from 22 donor
nations, which supplements loans by the World Bank to promote
development. That figure represents less than 0.2 percent of
the donors' collective gross national income, down from 0.3 percent
10 years ago. (The United States spends about $10 billion annually,
or 0.1 percent of its national income, ranking it the lowest
of the 22 nations.) Even though much of the money has gone to
corrupt, ineffective governments — down a "rat hole,"
according to Senator Jesse Helms of North Carolina — recent
research shows that specific assistance can do wonders when given
to governments that demonstrate a commitment to bolstering education
and fighting poverty and AIDS. "
Summarizing from this excellent article on planet earth annually
a total of $50,000,000,000 ($50 billion dollars) in foreign
aid from about 22 "developed countries" representing
0.2% of their collective annual gross national income plus the
World Bank loans and gifts is given to about 122 "developing
countries". Consequently, the 22 "developing countries"
have a collective gross national income of $25,000,000,000,000
or $25 trillion dollars.
By proportionately reducing by a factor of "1 to 10,000,000"
these huge income and charity monetary figures of the "developed
nations", and allegorically visualizing on an "individual
person level"; one can appreciate the relative "level
of charity" of these 22 "donor countries". The
following pattern emerges:
1.) using a General Human Systems Theory perspective
visualizing the earth as being made up of 144 "people"
as opposed to "nations" where instead of 22 "developed
nations" there are 22 "affluent people" and instead
of 122 "developing nations" there are 122 "impoverished
people";
2.) such a General Human Systems Theory perspective
would visualize these 22 "affluent people" as on average
each making annually $115,000 in gross income; and giving to
charity at 0.2% would mean each "affluent person" annually
giving on average paltry and selfish $225 __ a "level
of charity" so insignificant an amount, as not to be individually
or corporately tax deductible under US Internal Revenue Standards;
3.) such a General Human Systems Theory perspective
would mean these 22 "affluent people" have a collective
annual gross income of $2,500,000 and collectively donate a paltry
$5,000 ($225 x 22) from which 122 "impoverished" people
must share each getting an average $40 the entire year to use
to escape poverty __ of which one can easily grasp they can not
do and predict many of these "impoverished people"
will choose violent responses including crime and terrorism!
In particular the United States of
America is the richest of the world's "developed nations"
and the world's only "military super power." The
USA generates 40% of the collective gross national income of
the "developed nations" and provides 20% of the world's
foreign aid. It gives annually $10,000,000,000 or $10
billion dollars in foreign aid but this represents only
0.1% of its annual gross national income of $10,000,000,000,000
or $10 trillion dollars. How can the USA
be the most selfish of the 22 donor countries?
Again by proportionately reducing by a factor of 1 to 10,000,000

from which 122 "impoverished people" must share each
getting an average $8 the entire year to use to escape poverty
__ of which one can easily grasp they can not do and predict
many of these "impoverished people" will choose violent
responses including crime and terrorism as we saw on September
11, 2001!
It should be clear from this General
Human Systems Theory Analysis that there is an illusion of
significant foreign aid being provided by the "developed
nations" especially from the USA, and that Chronic Poverty
of the world will not be significantly impacted because of the
relatively measly and selfish amounts of foreign aid being
provided by the world's affluent nations. The clearly asinine
perennial foreign aid debate of whether the recipient
governments are honest about ending poverty and whether the methods
chosen are effective become mute.
